This report considers revision of remedial and educational system for overspending debtors, according to the hearing results of bankruptcy professionals in US.
In US credit counseling has a roll of rehabilitating debtor for financial healthy. Credit Counselors of Consumer Credit Counseling Service provide advice, which enables clients to find solution. Particularly, in setting up Debt Management Plan, they ask clients to carry out self-diagnosis and encourage a reform of expenditure habits. “Debtor Education” informs debtors of their rights and responsibilities during and following bankruptcy and teaches them how to improve the management of the money. In 1998 the Coalition for Consumer Bankruptcy Debtor Education was established, in cooperation with consumer advocates, credit counselors, financial institutions, bankruptcy trustees, attorney general offices, educators, and bankruptcy professionals. Both CCCS and Coalition are working as non-profit organization for everybody to get rid of financial disabilities.
Currently in Japan, filing numbers of bankruptcy have been accelerating. My implication is to build effective counseling offices using CCCS method and to develop the program of debtor education in Japan as same as US soon.
